Provide whole family support to families living in temporary accommodation.

What?

This project hopes to build a plan for a ‘team around the home’ concept to provide whole family support to families living in temporary accommodation.

Why?

In Fife, over a hundred families are living in temporary accommodation locally. Fife Gingerbread will work collaboratively with colleagues in Fife Council to identify opportunities for a whole family approach, with the experience of children and families at the heart of our approach. The work will be grounded in children’s rights (specifically article 27) and build on the learning from the research published by Shelter Scotland last year, which captured the voice of children. This pilot has evolved from listening to families and encountering an increasing number of problems around homes and housing, which often means families feel unable to progress. All of which is linked to the wider context of a Housing Emergency and our aspirations to influence systemic change. You can read more about our journey here – click here.

For many families, temporary accommodation is not just a stopgap — it's a significant chapter of their lives. The instability can impact children's education, parents' mental health, and the overall well-being of families. This pilot aims to change that by offering not just support, but real opportunities for families to flourish.

How?

  • Work with Fife Council to identify 12 families in temporary accommodation who want to engage with the project.

  • Build relationships and offer key worker support, focused on reducing barriers and improving stability.

  • Establish a trauma-informed model for a multi-agency team to deliver coordinated, holistic support for families.

  • Support families into sustainable housing, enabling them to pursue long-term goals and aspirations.

  • Champion the voices of vulnerable families to drive systemic change with children’s rights at the heart of our approach.

Who?

Fife Gingerbread, Fife Council, and Shelter Scotland are working together to promote collective action and practical changes.

This project is proud to be part of the No One Left Behind initiative, supported by the Opportunities Fife Partnership, aiming to break the cycle of poverty and pave the way for sustainable, long-term change.
